Dijital ekonominin vergilendirilmesine ilişkin son gelişmeler çerçevesinde, Türkiye’nin yaklaşımını incelemek oldukça önem taşımaktadır. Çünkü bu yaklaşım, küresel ölçekte faaliyet gösteren çok uluslu dijital şirketlerin gelirlerini vergilendirmeyi amaçlamaktadır ve bu anlamda Türkiye, tek taraflı hareket etmeye istekli bir ülke olarak ortaya çıkmaktadır. Bununla birlikte, yerli şirketlerin korunması, rekabetin sağlanması ve ayrıca vergi güvenliğini sağlamak amacı doğrultusunda ise diğer alternatif önlemlerin alınabileceği belirtilmektedir. Bu noktada, etkileri bakımından birçok disiplini kapsamına Dijital Hizmet Vergisi uygulaması gündeme gelmekte ve tartışmaların odak noktasını oluşturmaktadır. Çalışmamız, bu uygulamaya ilişkin halihazırdaki yasal hükümler ve açıklamaları dikkate alarak hukuki, mali ve iktisadi açıdan genel ve kapsamlı bir değerlendirme ortaya koymaktadır ve bu anlamda çalışmamız, yeni bir kavramsal çerçevenin çizilmesine işaret etmektedir.
In the framework of the recent developments on the taxation of the digital economy, it is fairly important to examine the approach of Turkey. Because this approach aims to tax the income of multinational digital companies operating on a global scale, and in this sense, Turkey emerges as a country that is willing to take unilateral action. Therewithal, it is stated that other alternative measures can be taken in order to protect domestic companies, ensure competition and also provide tax security. At this point, the Digital Service Tax application, which covers many disciplines in terms of its effects, comes to the agenda and constitutes the focal point of the discussions. Our study put forward a general and comprehensive assessment in terms of the juridical, fiscal and economic aspects, taking into account the current legal provisions regarding this practice and the explanations, and in this sense, our study points out the drawing of a new conceptual framework.
