Karbon vergisi çevre kirliliği ile mücadelede kullanılan en önemli vergi politikası araçlarından biridir. Amacı küresel ısınmanın temel kaynağı olan karbon dioksit emisyonunu azaltmak ve bu sayede hem çevrenin gelişmesine hem de bütçe gelirlerinin artmasına katkı sağlamaktır. Karbon vergisinden elde edilen gelirin istihdam üzerindeki vergi yükünün düşürülmesinde kullanılması halinde (gelir vergisi ve sosyal güvenlik primlerinin indirilmesi gibi) gelir ve kaynak dağılımında adaletin sağlanmasına hizmet edeceği düşünülmektedir. Bu gün başta İskandinav ülkeleri olmak üzere AB üyesi bir kısım ülkede fiilen uygulanan ve Dünyada hızla gelişen karbon vergisi yakın gelecekte Türkiye gibi emeğin vergi yükünün çok yüksek olduğu ülkelerde de ciddi bir şekilde tartışılmaya başlanacaktır. Bu çalışmanın amacı karbon vergisini çeşitli yönleri ile ortaya koymak ve Dünyadaki gelişimini değerlendirmektir.
Carbon tax is one of the most important tools of tax policy used to fight against pollution. The purpose of carbon tax is to reduce carbon dioxide emissions which are the main sources of global warming so that, it contributes to both the improvement of the environment and increasing of the budget revenues. If the income obtained from carbon taxes is used to decrease tax burden of employment (such as income and social security taxes) it could be considered that income and sources are equally distributed amongst citizens. A discussion about the carbon taxes currently implemented by some EU countries, especially Scandinavian, will arise in the countries which have a heavy tax burden on employment as Turkey soon. Therefore, the purpose of the study is to examine various aspects of the carbon tax and evaluate its development in the world.
