Katma Değer Vergisinde uyumu ölçen önemli bir araç olan KDV açık(Gap) yöntemi uygulamasında ithalattan alınan yıllık KDV geliri yükseldikçe açık oranı düşmektedir. Türkiye’de toplam KDV gelirinin yaklaşık yarısı ithalat sırasında tahsil edilmektedir. Bu nedenle Türkiye için 2008-2011 yıllarına ilişkin olarak klasik anlamda KDV açık oranı tahmin edilmiş, bunun yanında analiz amacıyla ithalattan alınan KDV’de vergi kaybı ihmal edilerek KDV açık oranı yeniden hesaplanmıştır. Sonuç itibariyle, ithalatta alınan KDV kaybı ihmal edildiğinde dahilde ortaya çıkan KDV açık oranının yükseldiği görülmüştür. Bu nedenle ithalatta alınan KDV tahsilatının yüksek olduğu ülkelerde KDV açık yönteminin bu şekilde yeni bir yaklaşımla da tahmin edilmesinin yararlı olacağı anlaşılmıştır.
In the application of the VAT Gap method, which is an important tool that measures the compliance in Value Added Tax, the Gap rate decreases as the amount of VAT received from imports increases. Almost half of the total revenue KDV in Turkey is charged upon import. Therefore, with regard to Turkey it has been estimated for the 2008-2011-year KDV Gap ratio in the classic sense, in addition, the VAT Gap rate was recalculated for the purpose of analysis, by neglecting the tax loss in VAT received from imports. As a result, when the VAT loss on imports was neglected, the inward VAT Gap rate increased. For this reason, it is understood that it will be beneficial to estimate the VAT Gap method in a new approach in countries where the VAT collection on imports is high.
