Belge düzeni ve denetimin yetersiz olduğu ekonomilerde, kayıt dışı kavramı yaygın olarak kullanılmakta olup, bu kavramın en önemli alt kategorilerden biri de “kayıt dışı istihdam” olarak karşımıza çıkmaktadır. Kayıt dışı istihdam, çalışanların sosyal güvenlik kurumlarına hiç bildirilmemesi ya da kısmi olarak bildirilmesi veya çalışanların ücretlerin düşük olarak gösterilmesi olarak tanımlanmaktadır. Kayıt dışı istihdamın nedenleri çeşitlilik göstermekle birlikte, daha çok ülkenin ekonomik, sosyal, kültürel ve eğitim yapısıyla da yakından ilgilidir. Ülkemizde, özellikle 2008 yılından itibaren sosyal güvenlik reformuyla, kayıt dışı istihdamın önlenmesi konusunda önemli yasal düzenlemeler ve çalışmalar yapılmasına karşın, 2015 yılı verilerine göre kayıt dışı istihdamın yüzde 30’lar seviyesinde olduğu görülmektedir. Söz konusu verilerin değerlendirilmesinde, Ülkemizde tarımsal faaliyetlerde kayıt dışılığın en yüksek seviyede olup, işsizlik oranının istenilen seviyede olmaması, kamu birimleri arasında gerekli koordinasyon bulunmaması, eğitim, sosyal ve kültürel yapıdan kaynaklı bu konudaki bilinç düzeyinin yeterli olarak sağlanamamış olması gibi nedenlerle, kayıt dışı istihdamın normal seviyesine indirilememiş olduğu düşünülmektedir.
The concept of “unregistered” is widely used in the economies, where there is an insufficient degree of inspection and document order, and one of the subcategories of this concept is “unregistered employment”.. Unregistered employment is defined as employees not being registered at all or being partially registered at social security institutions or the wages of employees being shown lower than they actually are. The reasons for unregistered employment vary, but it is related in great part to the economic, social, cultural and educational structure of a country. Although legal regulations and studies have been made in our country regarding social security reform and prevention of unregistered employment especially since 2008, unregistered employment is believed to be around 30 percent according to data of 2015. Evaluation of the data in question suggests that unregistered employment could not be reduced to normal levels in our country since unregistered employment is at its highest in agricultural activities, unemployment rate is not at the desired level, required coordination between public units does not exist, and the required level of awareness regarding this issue could not be raised due to the education level as well as social and cultural structure.
