Ödeme sistemlerinin gelişmesiyle birlikte tüm piyasa aktörleri için düşük risk ve maliyet, daha etkin ve hızlı takas süreci, mali kurum suistimallerini teşhis imkânı ve sistemik riski azaltma, uluslararası entegrasyonu kolaylaştırma, her kesimin ulaşabildiği bir mekanizma ile endüstri standardının oluşturulması anlamlarında önemli rol üstelenen Merkezi Saklama (Kayıt) Kuruluşlarının önemi daha da artmıştır. Bu çalışmada teminat mektupları şarta bağlı ve taahhüt içeren bir ödeme emri olarak değerlendirilmiş ve teminat mektuplarına özgü sorunların çözümüne ilişkin Merkezi Kayıt Kuruluşu A.Ş. (MKK) bünyesinde geliştirilen elektronik teminat mektubu çözüm önerisi detaylarıyla açıklanmıştır. Önerilen MKK Elektronik Teminat Mektubu Sistemi ile teminat mektuplarının ihraç aşamasından, tedavülüne, saklanmasına, ödenmesine, uluslararası piyasalarda kullanılabilmesine kadar her aşamanın elektronik ortamda yapılabilmesi mümkün hale getirilmiştir.
With the development of payment systems, the central role of low risk and cost for all market actors, more effective and quicker swap process, possibility of diagnosing financial institution misconduct, reduction of systemic risk, facilitation of international integration, establishment of an industry standard with a mechanism accessible to every sector the importance of central registry organizations has increased. In this study, the letters of guarantee are considered as a contingent and committed payment order, and the proposal for the solution of the electronic letters of guarantee developed within the MKK on the resolution of the problems specific to the letters of guarantee has been explained in detail. With the proposed MKK Electronic Letter of Guarantee System, it has been made possible to make electronically in every stage, from the issuance, procurement, storage and payment of the letters of guarantee to the international markets.
