Bu çalışmanın amacı, inşaat işletmelerinde birden fazla işin yapılması durumunda ortaya çıkan müşterek genel giderlerin dağıtımında karşılaşılan sorunları belirlemek, vergisel yaklaşımlardan kaynaklanan yanlışlıkları ortaya koymak ve maliyet dağıtımı ile ilgili sorunların çözümü ile ilgili öneriler sunmaktır. Türk vergi kanunları, yıllara yaygın inşaat taahhüt ve onarım işletmelerinin inşaat ve taahhüt işi ile birlikte farklı faaliyetleri de aynı zamanda yürütmesi durumunda ortaya çıkan müşterek genel giderlerin dağıtımında taahhüt işleri için “maliyeti” diğer işler için ise “geliri” dağıtım ölçüsü olarak kullanmayı öngörmektedir. Bu yaklaşım, kullanılan kaynakların maliyetinin işlere yanlış dağıtılmasına, kârlılığının gerçeği yansıtmamasına ve yönetsel açıdan yanlış kararlar alınmasına neden olmaktadır. Bu sorunları gidermek için maliyet dağıtımında faaliyetleri esas alarak kaynak kullanımını daha doğru şekilde belirleyen faaliyet tabanlı maliyetleme yönteminin inşaat işletmelerinde de kullanılması önerilebilir. Bu çalışmada, müşterek genel giderlerin dağıtımında vergisel yaklaşım ve faaliyet tabanlı maliyetleme bir uygulama örneği ile karşılaştırmalı olarak incelenmiş ve faaliyet tabanlı maliyetlemenin inşaat işletmelerinde kullanımının getireceği faydalar açıklanmıştır.
The aims of the study are to identify the problems encountered in the allocation of general overhead costs of construction companies which are simultaneously performing multiple businesses, to reveal the misallocation of costs that stem from tax approaches in Turkey and to offer suggestions for this problem. Turkish Tax Laws suggest using inappropriate cost allocation bases in applying the shared overhead costs of the long-term construction and repair companies such as using “cost” for the long term construction contracts as allocation bases while using “revenue” for the other businesses. Tax approaches result inadequate allocation of the cost of resources, thus it consequences inaccurate profitability calculations and leads taking incorrect managerial decisions. In order the solve these problems we suggest construction businesses to use the activity-based costing method that allocates overhead costs more accurately by using appropriate cost allocation bases. In this study, the tax approach and activity-based costing practices to allocate general overhead costs of long term construction businesses were comparatively examined in a case study and the benefits of the use of activity-based costing in the construction business are explained.
